This is because their products contain no ingredients that actually affect how the human body functions and does not require medical or scientific studies - although their packaging and advertising gives us this illusion.
When they start a marketing campaign, these bogus hair loss companies make sure that the commercials that are put on TV and the labels themselves give the “appearance” that it is backed up by scientific data. These marketing ploys are very careful to give the notion that it is a medically sound treatment for hair loss, but are extremely careful as to not make actual hair growth promises and claims that would be against the law.
